dreams in the Bible
God uses dreams when God wants direct results. God uses prophets and telling the future when God wants a disaster. You know you had the dream, God often sent false prophets to lie. For instance Jesus said iniquity shall abound and dreams are largely nonsense now. Notice that dreams generally are not encounters with God telling you what to do, or showing you the lake of fire.
Anyway, when Israel is just starting God sends the Egyptian king dreams that lead him to let Israel live in Egypt and grow to over two million people. So God uses dreams to get Israel started. Then God sends dreams to the kings of Babylon, and God uses those dreams to elevate Israelites to high honor in Babylon. They are in Babylon because God was ending Israel for a while. So, God sent foreign kings dreams at the start and end of Israel as a nation. Both times produced the desired result. Prophets were sometimes successful, but often not.
There are other dreams in the Bible, which always have some significance. There are no random dreams I am aware of in the Bible.
