This sounds flawed. First of all, if you have information you are probably involved, and guilty of some crime, which means no money for you, but jail time.
Offering money is paying someone else rather than the kidnapper. So it appears the only thing we have to offer is money, either way. How about offering to give them citizenship or something money can't buy? Or putting them in the witness protection program with a lifetime free ride.
Also, if the person is found dead, they may be unwilling to pay for the information that found a dead body.
Also if you have information and are not involved in any way you risk becoming a corpse yourself. Better to stay out of it. After all, you're not rich or famous, why get a little money, just to become a target?
And in today's world the award needs to be at least 10 million dollars. Half of it goes to taxes, and there are other costs associated with just having money. You need a reasonable amount to make it worth it.
And then you might end up as a witness, ugh.
