genocide of philistines

 God never ordered Israel to genocide the philistines, along with the seven other nations in the promised land. Then the philistines turned into a fierce adversary, hence the Davey vs. Goliath events that essentially ruined David's life.

Why would God leave such an evil people unattended? Why weren't the philistines totally iraticated? As usual, God gives little or no explanation.
