reward or award money is a lie

 When reward money is offered it's a lie. No one will ever get paid $10,000,000 for information on the Iranian leaders, no one will ever get paid $1,000,000 for information on Nancy Guthrie.

For example the British government put out an award for producing a timekeeping piece that could accurately keep time within a few seconds a year for global navigation. A guy came up with a pocket watch that met all the requirements. The industry started using the guys watch. The government never paid the guy. They spent years saying they were testing and validating the timepiece, but the guy just got ripped off. This world is a lie.
